Det primære formålet til et elektrometer er å måle elektrisk spenning (volt) eller ladning (coulomb) - ladning og elektrisk spenning er direkte relatert. Ved å måle endringen i opplagret ladning over tid, kan strømmen (ampere) også bestemmes. En ampere er lik en coulomb per sekund.
Det enkle kvadrant elektrometeret ble utviklet av Lord Kelvin (William Thomson) i 1860-årene. De tidligste utgavene var plassert i et fuglebur eller en boks. Fuglebur elektrometeret fikk sitt navn fra Faradays bur som ble brukt til å beskytte instrumentet fra ukontrollerte elektrostatiske ladninger. I noen tilfeller ble en glassklokke brukt til å beskytte dem fra luftstrømmer som kunne påvirke dem. En an vanlig tilnærming var å plassere elektrometeret inne i en treboks der fronten var laget av glass.
Det var først med utviklingen av Dolezalek kvadrant elektrometeret i 1896 at et instrumentet ble tilgjengelig med den følsomheten som var nødvendig får å måle svært små strømmer (picoampere). Dolezalek elektrometeret og senere utgaver beskyttet kvadrantene inne i et sylindrisk metallhus som hadde ett eller kanskje to små glassvinduer.
