Avinor (tidligere Luftfartsdirektoratet/Luftfartsverket) er et heleid statlig aksjeselskap med et overordnet ansvar for å drifte og utvikle sivile lufthavner i hele Norge. Dette omfatter også drift og utvikling av flysikringstjenester for både sivil og militær sektor.
De enkelte flyplassene består derfor av en rekke bygninger og installasjoner som er nødvendige for å kunne håndtere oppgaver knyttet til navigasjon, værtjeneste, brann- og redningstjenester og klargjøring av rullebaner (snørydding/strøing).
Avinor har også ansvar for at det finnes infrastruktur som muliggjør innsjekking og sikkerhetskontroll av flypassasjerer og deres bagasje, samt pass- og tollkontroll om det er snakk om utenlandsreiser.
Landsverneplanen for norske lufthavner ble overlevert Riksantikvaren i 2009. Som en videreføring av dette arbeidet ble bygninger og anlegg på enkelte av landets flyplasser både fotografert og beskrevet. Arbeidet omfattet også en grundig dokumentasjon av de ulike funksjonene som var knyttet til driften av lufthavnene.
