«Lisensjakt» er betegnelsen på en jaktform der en autorisert myndighet, for eksempel Direktoratet for naturforvaltning eller fylkesmannen, utsteder et begrenset antall lisenser på felling av en dyreart innenfor et nærmere definert område. Dette gjøres vanligvis når forvaltningen mener at en art som har vært skjermet ved vernebestemmelser igjen kan tåle en viss beskatning. Begrepet kom inn viltforvaltningsdiskursen i andre halvdel av 1980-åra, etter at Norge hadde ratifisert Bern-konvensjonen (1986). I etterkant av dette ble det arbeidet med en landsplan som skulle sikre levedyktige bestander av jerv, ulv og brunbjørn i Norge. Planen ble møtt med skepsis av så vel landbruksorganisasjoner som jeger- og fiskerforeninger, mens naturvernorganisasjonene var skeptiske til ideen om lisensjakt. Høsten 1988 sendte Direktoratet for naturforvaltning forslag til forskrifter om lisensjakt ut på høring. Direktoratet ville bare tillate lisensjakt når det var godtgjort at det fantes levedyktige bestand av vedkommende art i et område. «Formålet skal være å begrense faren for vesentlige skader, regulere veksten i en bestand og ekspansjon til nye områder», hette det blant annet. Forslaget om lisensjakt fra 1988 gjaldt ikke ulv. Ulven kunne bare felles dersom det kunne godtgjøres at den hadde gjort vesentlige skader på husdyr eller tamrein. Ei ny stortingsmelding om rovdyrforvaltning i 1992 ble det hevdet at bare var 5 til 10 ulver, 11 bjørner, 150 jerver og 3-400 gauper i Norge. Statssekretæren i Miljøverndepartementet lovte at det skulle utarbeides en ny forvaltningsplan for rovdyra, og at denne planen skulle formes i samråd med svenske myndigheter. Han antydet samtidig at det kunne bli totalforbud mot felling av ulv i Norge. Stortinget vedtok at det skulle opprettes kjerneområder der artene populasjonene skulle få utvikle seg fritt. Finnmarkskommunene Sør-Varanger, Karasjok og Kautokeino, Indre Troms, sørlige deler av Nordland og nordre deler av Nord-Trøndelag samt østlige deler av Hedmark skulle være kjerneområder for brunbjørn. Den østre delen av Hedmark skulle også være kjerneområde for ulv. Innenfor disse områdene skulle det bare være lov å felle enkeltdyr som gjorde vesentlig skade på bufe og tamrein, såfremt dette ikke satte rovdyrbestandene i fare. Utenfor kjerneområdene skulle det bli noe enklere å få fellingstillatelser. I slutten av 1990-åra ble lisensjakt på jerv et hett diskusjonstema. I 2000 kom det mange krav om lisensjakt også på ulv fra så vel landbrukstalsmenn som jeger- og fiskerforeninger og ordførere i grensekommunene øst i Hedmark. Året etter ble ni ulver skutt under et statlig uttak av ulv i Stor-Elvdal og Rendalen. Kravene om lisensjakt for lokale jegere ble imidlertid avvist, men like før jul i 2004 passerte en forskrift om slik jakt på ulv statsråd, og i januar og første halvdel av februar ble det åpnet for ulvejakt i kommunene Stor-Elvdal, Rendalen og Engerdal, men utenfor kjerneområdet for ulven. Direktoratet for naturforvaltning satte kvoten til fem dyr. Hele 140 jegere søkte om å få delta i jakta, men vedtaket ble også møtt med kraftige protester. Det oppsto følelsesladde konfrontasjoner mellom aksjonister og jegere, men de fem dyra ble skutt. Seiere ble det gitt lisens for jakt på flere ulver utenfor kjerneområdet.

I 2017 bestemte regjeringa at det skulle felles 42 ulver i Norge kommende vinter (2018), hvorav noen i kjerneområdet. Osdals- og Julussflokkene, med til sammen 16 dyr, var eksplisitt nevnt. Man viste til at «bestandsmålet» som Stortinget hadde vedtatt i sitt «ulveforlik» i 2016, som innebar tre årlige «helnorske» ynglinger og fire til seks i grensesonen, var nådd. Ifølge Rovdata var det på dette tidspunktet 112 ulver i Norge (og drøyt 430 i Skandinavia), og det var dokumentert åtte helnorske ynglinger og tre i grensesonen. Lisensjakta ble forsøkt stanset av Verdens naturfond (WWF), som saksøkte staten, uten å få medhold i retten.
