Svend Foyn regnes som grunnlegger av den moderne hvalfangsten, og han grunnla sin første stasjon i Finnmark på Vadsøya i 1868. Foyn hadde fangstmonopol i Finnmark frem til 1883. Etter dette etablerte flere selskaper seg i Finnmark, og hvalfangsten var en vekstnæring som gav gode inntekter.
Mot slutten av 1890-tallet gikk fangsttallene sterkt ned, og det ble foreslått å totalfrede hvalen i 10 år. På samme tid oppstod et voldsomt opprør mot hvalfangsten langs Finnmarkskysten.
1903: Det hadde vært elendig torske- og loddefiske den siste tiden, og fiskerne skyldte på hvalfangsten for dette. De mente hvalen jagde åta og fisken nærmere land, og at det store kobbeinnsiget skyldtes at det var så lite hval i havet. De trodde nemlig at hvalen vanligvis jagde kobben vekk.
Frustrasjonen økte utover våren, og den 2. juni samlet det seg en mengde fiskere som begynte å gå løs på hvalstasjonen i Mehamn. Den 3. juni deltok ca. 1.500 fiskere i opprøret. De ødela maskinene, rev skorsteinen og rullet oljefat og kjeler på havet. Situasjonen var kritisk. Opprøret fortsatte i tre dager, og oppsynsmenn og politi var maktesløse. Det ble truet med lignende opprør i Oksvågen og Båtsfjord, og militære styrker ble satt inn.
Opprøret bidro til en viss strømendring i de politiske miljøene, og i desember samme år ble det vedtatt at totalfredningen skulle tre i kraft fra februar 1904 innenfor norsk sjøterritorium ved Nordland, Troms og Finnmark. 18 av Mehamn-opprørerne ble tiltalt for hærverk, men bare 11 ble kjent skyldige og fikk mellom 10 og 20 dagers fengsel

Vedkommende straffesag mod Ole Kristensen Finfjord m. fl. som ved lagmandsret i Hammerfest fra 26. febr til 4. marts 1904 blev dømt til fængselsstraf for forbrydelse mod straffelovens Kap. 23 §17 jfr. 318 c for i fællesskab natten mellem 1. og 2. og 2. og 3. pintsedag 19903 at have deltaget i ødeløggelsen af hvalstationen i Mehavn."
