Ideen om å utnytte vannfallene i elva Søndre Osa skal ha opptatt Tollef Kilde (1853-1947), som ivret for å få trefordelingsindustri til hjembygda, alt i 1890-åra. Han så opprinnelig for seg at bedriften skulle reises ved den største fossen, Osfallet. Etter århundreskiftet ble kraftutbygging en aktuell sak, både i de nedre delene av Glomma og i Åmots nabokommune Elverum. Åmotingene fulgte med, og tanken om at energien fra Osfallet kunne gi kraft til et tresliperi på Rena opptok stadig flere. I 1906 ble det dannet en Osfall-komité, som engasjerte ingeniør Johan Jørgen Kinck (1873-1955) for å få utredet kraftverksprosjektet. Beslutning om utbygging ble tatt høsten 1912, og anlegget ble satt i drift høsten 1914. Osfallet, med sin store betongdam, var da et av landets mest moderne kraftverk. I 1916 kom det imidlertid et kraftig regnskyll midt i flomtida i mai, noe som fikk nordre damarm til å svikte, slik at Søndre Osa kunne grave seg et nytt løp nord for det gamle. Kraftstasjonen ble fylt av grus, og maskinistboligen, med to beboere ble tatt av vannmassene. To dristige fløtere i båt greide å redde den ene av dem. Dambruddet og ødeleggelsen av de nesten nye anleggene var en katastrofe, både for Åmot kommune som kraftutbygger, Rena Kartonfabrikk og de åmotingene som hadde fått strøm. Situasjonen ble ikke bedre av at kartongfabrikken truet kommunen med søksmål etter bortfallet av kraftleveransene. Partene ble imidlertid enige om å danne Rena kraftselskap A/S. Dette selskapet fikk reist et provisorisk kraftanlegg som ble satt i drift fra 1917. Året etter kjøpte Åmot kommune fallrettighetene i vassdraget mellom Osensjøen og Osfallet. De vanskelige tidene førte imidlertid til at overskuddet fra kraftomsetningen ble brukt i andre kommunale sektorer. Tollef Kilde ivret likevel for å få bygd ut Kvernfallet også, og i midten av 1930-åra ble det lansert et forslag om å starte utbyggingsprosjektet som nødsarbeid. Glommens og Laagens Brugseierforening, som alt i 1928 fikk konsesjon for regulering av Osensjøen, finansierte arbeidet, mot at Åmot kommune refunderte utleggene når kraftproduksjonen ved det nye anlegget kom i gang. Kvernfallet kraftverk ble satt i drift i oktober 1936, men det kommunale kraftselskapet overtok ikke driftsansvaret før i 1939. Dette hadde antakelig sammenheng med den økonomiske situasjonen i kommunen, som ble satt under administrasjon i 1926. Krisesituasjonen kulminerte i 1931-32, så situasjonen var i ferd med å bedre seg da kraftstasjonen ved Kvernfallet ble satt i drift. Kommunens inntreden i driftsselskapet hadde nemlig en prislapp på 400 000 kroner, et stort beløp for en fattig kommune i slutten av 1930-åra. Verket utnyttet et fall på 17-18 meter og hadde opprinnelig en francisturbin med en yteevne på 750 hestekrefter. Det var knyttet en maskiniststilling til virksomheten, en jobb elektromontør Einar Evensen (1887-1969) hadde gjennom mange år. Tanken var at strømmen fra Kvernfallet skulle dekke forbruket til husholdningene i Åmot. Planen var å fortsette utbygginga med en kraftstasjon ved Søndre Osas utløp fra Osensjøen. Krafta derfra tenkte man å selge til Stor-Elvdal. Turbinen i Kvernfallet kraftstasjon ble utvidet og fikk et nytt aggregat i 1944, noe som førte til at produksjonskapasiteten kunne økes fra 350-400 kw til 900 kw. En snau firedel av strømmen gikk på dette tidspunktet til Osen Kraftselskap A/S. Etter krigen ble det lansert nye utvidelsesplaner, men de lot seg ikke finansiere. Etter en del moderniseringsarbeider som ble utført i 1957 leverte Kvernfallet om lag 60 prosent av de 1 800 kw som ble forbrukt i Åmot kommune. En ytterligere produksjonsøkning ble oppnådd etter installasjon av en ny turbin i 1999.
I 1938-1941 ble det støpt en ny reguleringsdam også ved Osensjøens utløp i Søndre Osa ved Valmen i Åmot, til erstatning for den gamle, som var utført av tømmer og naturstein. Dammen fra slutten av 1930-åra ble erstattet av en ny i 1982-83.
Dammen i Kvernfallet ble bygd uten fisketrapp. Dette fant jeger- og fiskerforeningene, støttet av biologen Hartvig Huitfeldt Kaas (1867-1941), uheldig, for en del av ørreten fra Osensjøen vandret nedover i Søndre Osa for å gyte, og da ble Kvernfalldammen en barriere for tilbakevandring. Saken var oppe for Vassdrags- og elektrisitetsvesenets hovedstyre i 1937. Dette organet vegret seg for å pålegge utbygger slike tiltak, fordi kravet om fisketrapp ikke var fremmet under skjønnene som ble avviklet før arbeidet med Kvernfalldammen startet, men kom etter at anlegget var ferdigbygd.
Den 4. september 1935 refererte avisa Østlendingen de planene som herredsstyret i Åmot ble forelagt om utbygginga av Kvernfallet slik:
«Direktør Furuholmen redegjorde utførlig for anlegget. Planene går ut på utbygging av Kvernfallet og Brufallet med 18 brutto fallmeter, 17 meter netto. Over elveløpet settes en dam med inntak, hvorfra vannet føres i en 50 meter trerørledning. Dammen støpes av betong og konstrueres så det blir et pent avløp for tømmer. Tømmerdireksjonen, som har gjennomgått planene, har intet å innvende. Et særlig overløp for flomvann er anordnet, tilstrekkelig for de største flommer man kan regne med. I bunnen innsettes to tappeløp. Første del av turbinrøret er sprengt ned i en fjellgrøft, senere går røret i åpent terreng, hvor det legges på betongblokker. Røret får en innvendig diameter av 1,8 meter, beregnet på 4 sekundkubikkmeters vannføring. Et par tømmervelter passeres, og her blir røret overbygget likesom den gamle Ulvåveien legges i bru over røret. I kraftstasjonen installeres en turbin på 750 hk. og en generator på 650 kwa. Maskinhuset legges lavest mulig, men dog saa høit at det skal være fritt for flom. Det bygges av sten på betongfundament. Kraftstasjonen innredes for helt automatisk drift, det passer sig selv bortsett fra at der et par ganger i døgnet må foretas smøring. I planen inngår to fjernledninger, kraftstasjonen – Valmsnesset og kraftstasjonen – Rena, begge ca. 12,5 kilometer. Ved Valmsnesset opsettes en transformator for nedtransformering til 5 000 volt, samme spenning som nu. Ledningen til Rena bygges på Rena Kraftselskaps felt, men på egne master, og feltet må utvides i bredden.»

I 1936 var det innmeldt 383 088 tømmerstokker til fløting fra Osensjøen og tilflytende vassdrag. 28 prosent av stokkene ble levert ved Slemma, 10 prosent ved Nordre Osa, 7 prosent ved Brøa, 13 prosent ved Ena med Ulvsjøvassdraget, 7 prosent ved Tverrena og resten, 35 prosent, ble levert ved Osensjøens strender. Alt dette tømmeret. pluss noe av et kvantum på 72 506 stokker som var levert ved Søndre Osa, skulle passere den nye kraftverksdammen ved Kvernfallet. Aktørene i fløtinga var naturlig nok spente på om dammen kom til å bli et hinder der stokkene satte seg fast på eller like nedenfor dammen. Det skjedde ikke. Kvernfalldammen kom ikke til å skape nevneverdige problemer for tømmerfløtinga.
Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med notatblokk, lydbandopptaker og kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten tømmertransport til vanns hadde vært. En del installasjoner i og ved elver og innsjøer måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noen eiendommer og kulturminner ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum etter at fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte en del av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert. Dette fotografiet er hentet fra album 10 i samlinga etter Glomma fellesfløtingsforening.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
