«Bygdehøvdingen» Tollef Kilde (1853-1947) i Åmot lanserte tidlig på 1900-tallet en idé om å reise et tresliperi ved Osfallet i elva Søndre Osa. Målet var økonomisk utvikling i Åmot, basert på bygdas egne skog- og vannkraftressurser. Da Kilde først begynte å snakke om denne saken forekom det vel for de fleste av sambygdingene å være fjerne framtidsvyer. Saken fikk imidlertid ganske raskt politisk aktualitet, for det viste seg at spekulanter fra andre, den gang bedrestilte stater, begynte å kjøpe opp skog, mineralforekomster og ikke minst vannfall i Norge, med sikte på industriell utnytting. Stortingsrepresentanten Johan Castberg (1862-1926) fra partiet Arbeiderdemokratene reiste en debatt om denne saken i 1906, noe som førte til at Stortinget vedtok en midlertidig konsesjonslov og oppfordret kommunene til å kartlegge sine vannkraftressurser og skissere eventuelle regulerings- eller utbyggingsplaner. I Åmot førte dette til at det ble organisert en såkalt «Osfallskomité», som besto av de tre driftige skogeierne Tollef Kilde, Ole Severin Aaset (1860-1915) og Olav Nergaard (1861-1934). Komiteen ble seinere supplert med Olav Sjølie (1863-1915) og ordfører Haakon Bolstad (1878-1941). Disse lokale aktørene sikret Åmot kommune fallrettigheter og konsesjon for regulering av Osensjøen, prosesser som for øvrig førte til splittelse og strid, både i komiteen og i herredsstyret. Ingeniøren Johan Jørgen Kinck (1873-1955) var engasjert for å utføre det tekniske utredningsarbeidet som måtte til. Han konkluderte med at utbygging av Osfallet ville kunne gi fra 900 til 2 370 hestekrefter overført til bygdesenteret Rena. Tanken var at denne energien skulle deles mellom kommunen og den planlagte treforedlingsbedriften. Det siste utløste ny strid, fordi enkelte mente at alle kommunens skatteytere – som investorer i utbygginga – måtte få del i de nye energigodene på linje med det prosjekterte kraftanlegget. Skeptikerne var redde for at den kapitalkrafta som lå bak det planlagte industrireisingsprosjektet var for liten til at en kunne føle seg trygge på at bedriften ville bli levedyktig. Et flertall i herredsstyret prioriterte imidlertid kommunesenteret Rena og tresliperiet som skulle bygges der da de vedtok å bygge ut Osfallet like før jul i 1912. Påfølgende vår vedtok det samme herredsstyret enstemmig at det i første omgang skulle satses på en kraftstasjon med to turbiner, som skulle ha en yteevne på 1 800 hestekrefter hver. Vedtaket fastsatte også hvordan krafta skulle fordeles mellom kommunen og det prosjekterte tresliperiet på Rødsvollen like sør for kommunesenteret. Entreprenørselskapet til [Anders] Oscar Gravem (f. 1870) i Kristiania fikk byggeoppdraget. Plasseringa av dammen ble raskt et diskusjonstema, for det viste seg at grunnforholdene ikke var optimale for en slik betongkonstruksjon. Utbyggerne rådførte seg med geologiprofessoren Johan Herman Lie Vogt (1858-1932), og tok hans anvisninger til etterretning. Dermed startet en av de mest aktive utbyggingsperioder i Åmot kommunes historie. Det ble bygd damanlegg og kraftverk ved Osfallet, ledningsnett til Rena og tresliperi på Rødsvollen. Kraftverket ble satt i drift i oktober 1914. Dermed kunne mange familier i den sentrale delen av kommunen glede seg over lyset fra glødelampene, og tresliperiet kunne starte sin produksjon i et marked, som blant annet på grunn av 1. verdenskrig, viste seg svært labilt. Våren 1916 ble imidlertid katastrofal. Varmværet kom seint, men brått i månedsskiftet april-mai. Sola strålte og smeltet snøen, og innimellom regnet det kraftig. Den 10. mai begynte man å ane at det var fare på ferde. Osfallsdammen var fullt, og presset på konstruksjonene var enormt. Mannskapene på kraftstasjonen forstå at de måtte åpne bunnlukene, men skrudde gal veg, og de maktet heller ikke å gi vannet avløp gjennom tømmerløpet, der luka ikke var til å rikke. Til slutt gav mannskapene opp fordi de innså at det var livsfarlig å arbeide på dammen om den skulle svikte. Vannet begynte å skvulpe over nordre damarm, og grov med seg grusmasser der. På denne måten fant elva seg et nytt løp, og vannmassene dro med seg grus, stein og trær. Det nye elveløpet grov også med seg grunnen rundt maskinistboligen, som tidligere hadde ligget trygt i skråningen nord for det tidligere elveløpet. Maskinisten og hans mor, som begge hadde oppholdt seg i huset, var plutselig omgitt av et strømkav, som etter hvert fikk bygningen til å knele. Den eldre kvinna ble sittende fast. To dristige fløtere, Per Øien (1866-1938) og Per Vangli (1876-1949), tok seg etter hvert ut til det sammenraste huset. Kvinna døde mens de hogg i stykker konstruksjonene hun satt fast i, men maskinisten ble reddet over til den søndre elvebredden og dermed i sikkerhet. Ulykka krevde altså ett menneskeliv og flommen ødela investeringer for bortimot en million 1913-14-kroner. Det satte dessuten en nyetablert industribedrift i et lokalsamfunn som ellers hadde et begrenset arbeidsmarked i fare. Fabrikken ble holdt i midlertidig drift ved hjelp av en dampmaskin. Ingeniørene som besiktiget det ødelagte damanlegget gav åmotingene nedslående meldinger om at skadene knapt kunne la seg utbedre. Kommunen orienterte seg derfor i første omgang mot andre fossefall, blant annet Kvernfallet og Brufallet i Søndre Osa, og de begynte også å diskutere regulering av Storsjøen i nabokommunen Ytre Rendal. I 1917 ble det etablert et nytt driftsselskap, Rena Kraftselskap AS, der både kommune og private interessenter skjøt inn aksjekapital. Videre utbygginger i Søndre Osa ble overlatt til dette selskapet, der også Rena Kartonfabrik var en innflytelsesrik aktør. I 1917 ble det bygd en provisorisk dam, litt ovenfor den flommen hadde tatt, for å få kraftforsyninga i gang igjen. I 1936 kom et supplerende kraftanlegg i Kvernfallet i samme vassdrag. Osfallet fikk ny kraftstasjon i 1947. Anlegget ble modernisert i 1980-81.
Driftsselskapet «Eidsiva Vannkraft AS» - som driver Osfallet kraftverk – har oppsummert kraftverkets historie (per september 2013) på ei tavle ved anlegget:
«Osfallet kraftverk ble bygd i 1913-1914. I 1916 røk inntaksdammen og området nedenfor ble oversvømt. Søndre Osa tok nytt løp lenger nord som en følge av ulykka. Rester av dammen er i dag i bruk som bru.
Allerede i 1917 var kraftverket ferdig gjenoppbygd og inntaksdammen flytta til et punkt litt ovenfor dagens dam. Vannet ble ført fram til kraftstasjonen via et takrennesystem. Dette systemet var sårbart, og det raste vanligvis sammen om vinteren på grunn av nedising.
I 1948 ble inntaksdammen flytta til dagens posisjon og takrennesystemet ble erstatta av ei rørgate av kreosotimpregnert tre. Rørgata gikk fra dammen via et fordelingsbasseng, og derfra til kraftstasjonen i to ulike traseer. Rørgata hvilte på fundamenter av betong.
I 1981 ble rørgata nedlagt og vannet har fra det året gått i tunnel. I lia ovenfor kraftverket står 14 av rørfundamentene fra 1948 igjen som et historisk minne om tidligere tiders kraftverksdrift.»

Her var sand og grus vekkskylt, det var bare forholdsvis stor stein som lå igjen. Da dette fotografiet ble tatt må flommen for lengst ha vært over, for det nye elveløpet ser ut til å ha vært tørt. I bakgrunnen ser vi (til venstre) kraftstasjonen og (bak og til høyre for denne) den cirka to år gamle, betongstøpte dammen som hadde tjent som magasin for elektrisitetsverket ved Osfallet. I skogen til høyre i bildet ser vi også ei av stålmastene som skulle bære ledningene fra kraftverket ned mot bygdesenteret, der Osfallet gjennom cirka halvannet år hadde gitt elektrisk lys til husholdningene og kraft til et nyetablert tresliperi.

Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Dette innebar at historikeren Øivind Vestheim og fotografen OT Ljøstad fulgte fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløting om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum da fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte størstedelen av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført.
