Ideen om å utnytte Osfallet i Søndre Osa skal ha opptatt skogeieren og gründeren Tollef Kilde (1853-1947), som ivret for å få trefordelingsindustri til hjembygda, alt i 1890-åra. Han så for seg at bedriften skulle reises ved fossen. Etter århundreskiftet ble kraftutbygging en aktuell sak, både i de nedre delene av Glomma og i Åmots nabokommune Elverum. Åmotingene fulgte med, og tanken om at energien fra Osfallet kunne gi kraft til et tresliperi på Rena opptok stadig flere. I 1906 ble det dannet en Osfall-komité, som engasjerte ingeniør Johan Kinck for å få utredet kraftverksprosjektet. Beslutning om utbygging ble tatt høsten 1912, og anlegget ble satt i drift høsten 1914. Osfallet, med sin store betongdam, var da et av landets mest moderne kraftverk. I 1916 kom det imidlertid et kraftig regnskyll midt i flomtida i mai, noe som fikk nordre damarm til å svikte, slik at Søndre Osa kunne grave seg et nytt løp nord for det gamle. Kraftstasjonen ble fylt av grus, og maskinistboligen, med to beboere ble tatt av vannmassene. To dristige fløtere i båt greide å redde den ene av dem. Dambruddet og ødeleggelsen av de nesten nye anleggene var en katastrofe, både for Åmot kommune som kraftutbygger, Rena Kartonfabrikk og de åmotingene som hadde fått strøm. Situasjonen ble ikke bedre av at kartongfabrikken truet kommunen med søksmål etter bortfallet av kraftleveransene. Partene ble imidlertid enige om å danne Rena kraftselskap A/S. Dette selskapet fikk reist et provisorisk kraftanlegg som ble satt i drift fra 1917. Året etter kjøpte Åmot kommune fallrettighetene i vassdraget mellom Osensjøen og Osfallet. De vanskelige tidene førte imidlertid til at overskuddet fra kraftomsetningen ble brukt i andre kommunale sektorer. Tollef Kilde ivret likevel for å få bygd ut Kvernfallet også, og i midten av 1930-åra ble det lansert et forslag om å starte utbyggingsprosjektet som nødsarbeid. Glommens og Laagens Brugseierforening, som alt i 1928 fikk konsesjon for regulering av Osensjøen, finansierte arbeidet, mot at Åmot kommune refunderte utleggene når kraftproduksjonen ved det nye anlegget kom i gang. Kvernfallet kraftverk ble satt i drift høsten 1936. Verket utnyttet et fall på 17-18 meter og hadde opprinnelig en francisturbin med en yteevne på 750 hestekrefter. Mesteparten av strømmen gikk til kommunesenteret Rena, men noe gikk etter avtale til Glommens og Laagens Brugseierforening, som med sin vassdragskompetanse og finansielle støtte hadde bidratt sterkt til at anlegge ble bygd. Brugseierforeningen sto også for driften og høstet inntektene fra Kvernfallkraftverket de første sesongene, men høsten 1939 ble endelig avtalen om at driften skulle overtas av det kommunale kraftselskapet i Åmot realisert. I anleggsperioden 1935-36 sysselsatte bygginga av Kvernfallet kraftverk 80-100 mann, noe som naturligvis var viktig i en periode med mye arbeidsledighet i denne regionen. Etter at kraftverket ble satt i drift ble det arbeidsplass for en maskinist. Elektromontør Einar Evensen (1887-1969) hadde denne stillingen gjennom mange år.
Etter at Rena Kartonfabrikk ble bombet 19. april 1940 mistet det kommunale kraftverket sin suverent største kunde. Det ble viktig for selskapet å finne nye kjøpere til strømmen fra kraftverkene. Leveranser til Stor-Elvdal, Rendalsbygdene og grendene lengst nord i Åmot og ved Osensjøen, som ennå ikke hadde fått strøm, var aktuelt. I Osen ble forslaget møtt med blandede følelser, for der hadde folk satset på sitt eget prosjekt basert på kraft fra Tverrena. En talsmann for Osen kraftselskap uttrykte skuffelse over at Åmot kommune blokkerte prosjektet deres, samtidig som de ble sittende med alle de negative konsekvensene av reguleringa av Osensjøen fra den nye Osdammen. I Norsd-Osen mumlet enkelte om at Nord- og Sør-Osen burde fradeles Åmot og Trysil og bli en sjølstendig. Kraftselskapet i Åmot fikk konsesjon og kunne sette i gang videreutbygging av Kvernfallet høsten 1943. Nyanlegget sto ferdig ved juletider året etter. Dermed kunne hele Åmot få strøm. Etter krigen (1951) kom kraftproduksjonen i Åmot inn i et interkommunalt energisamarbeid i Sør-Østerdal kraftlag A/L. Dette innebar nye samkjøringslinjer. Fra 1960 ble dette regionale samarbeidet avviklet etter at nye aktører kom inn på kraftmarkedet etter nyutbygginger i Trysilelva. Ifølge Wikipedia ble Osfallet kraftverk modifisert i 1985, slik at de to francisturbinene kunne yte 5, 5 MW. Utvidelsen av produksjonskapasiteten ved Osfallet – «Nye Osa» – innebar at det ble hentet mye vann fra dammen ved Osensjøens utløp (Valmen). Ingeniørene anslo at vintervannføringa i Søndre Osa etter dette ville reduseres fra 20 kubikkmeter i sekundet til 6 kubikkmeter i sekundet. Dette betydde at man var i tvil om vannføringa ville bli stor nok til at kraftproduksjonen i Kvernfallet kunne fortsette. Dette ville i så fall vært beklagelig, for kraftverket der hadde ikke lenger kontinuerlig bemanning, men leverte svært billig strøm med periodisk tilsyn. Det viste seg at kraftproduksjonen ved Kvernfallet kunne fortsette også med redusert vintervannføring i Søndre Osa. I 1999 ble det installert en Kaplan-turbin med kapasitet på 1, 25 MW ved denne kraftstasjonen.
Dette er et av mange fotografier som ble tatt i forbindelse med det fagmiljøet på Norsk Skogbruksmuseum (fra 2003 Norsk Skogmuseum) kalte «Prosjekt Glomma». Dette prosjektet ble utviklet etter at museet var gjort kjent med at tømmerfløtinga i Norges største vassdrag skulle avvikles. Målet med prosjektet var å sikre mest mulig kildemateriale og dokumentasjon fra denne virksomheten, et materiale som deretter skulle brukes til å lage en publikasjon om virksomheten. Det var den da nyansatte historikeren ved museet – amanuensis Øivind Vestheim – som ble prosjektleder, og han samarbeidet tett med museumsfotograf OT Ljøstad. Disse to reiste mye langs vassdraget de siste par fløtingssesongene for å dokumentere virksomheten. Målet med prosjektet var å sikre mest mulig kildemateriale og dokumentasjon fra denne virksomheten, et materiale som deretter skulle brukes til å lage en publikasjon om virksomheten. Det var den da nyansatte historikeren ved museet – amanuensis Øivind Vestheim – som ble prosjektleder, og han samarbeidet tett med museumsfotograf OT Ljøstad. Disse to reiste mye langs vassdraget de siste par fløtingssesongene for å dokumentere virksomheten.
