Skjefstadfossen i Elverum har, sammen med de ovenforliggende Haugsfoss og Knappfoss, en fallhøyde på 10,5 meter ved lav vannføring. Her ble det første betydelige kraftverket i den øvre delen av Glomma bygd i 1909-10. Utbyggerne fikk oppført en kraftig opptuvingsdam øverst i Skjefstadfossen. Denne dammen var 312 meter lang. Mot det østre landet ble det lagd et 70 meter langt djupløp for fløtingstømmeret. Mot vest var det en 112 meter lang kanalmur som skulle lede driftsvann til kraftstasjonen gjennom ett, seinere to grove betongrør de 417 meterne ned mot kraftstasjonen. Den var tegnet av elverumsarkitekten Vilhelm Norsted (1872-1944) og bygd av entreprenørselskapet Høyer Ellefsen. Jernkonstruksjonene og turbinene var det A/S Thunes mek. Verksted som leverte, mens generatorene og apparaturanlegget kom fra AEG. Ingeniør Johan Jørgen Kinck (1873-1955) fra Kincks vandbygningskontor var prosjektleder. Kraftanlegget leverte strøm fra desember 1910 - etter en intens byggeperiode på 18 måneder. Kapasiteten ble utvidet flere ganger under 1. verdenskrig, deretter også i 1938. Strømmen gikk fra først av til Elverum og Hamar, men leveransene ble snart utvidet til Løten, Vang, Furnes, Våler og Åsnes.
Murverket fra 1909-10 begynte etter hvert å forvitre. En rapport fra begynnelsen av 1960-åra viste at særlig dammen var ganske dårlig. Derfor ble det bygd en ny platedam i 1965-66, også denne gangen med Høyer Ellefsen som entreprenørselskap. Deretter ble utviklinga av anlegget videreført ved at det ble igangsatt arbeid med en ny kraftstasjon etter en plan som sivilingeniør Elliot Strømme hadde utarbeidet i 1970. Den nye stasjonen ble satt i kommersiell drift seinhøstes i 1972. Likevel fortsatte driften ved den gamle stasjonen, i stor utstrekning med det gamle maskineriet.
I kulturminneåret 1997 ble den gamle kraftstasjonen ved Skjefstadfossen utpekt til årets kulturminne i Elverum kommune. Anlegget er restaurert i samarbeid mellom Elverum elektrisitetsverk, Riksantikvaren og lokale museumsfolk.
Den 15. mars 1910 omtalte avisa Aftenposten den da nye kraftstasjonen ved Skjefstadfossen slik:
«Elektriciteten paa Landsbygden.
Det nye Anlæg i Elverum.
Brugen af Elektricitet til Drivkraft og Lys vinder stadig større og større Udbredetlset ikke blot i Byerne, hvor man jo har lettere for at bære de økonomiske Ofre, som et elektrisk Anlæg kræver, men ogsaa udover Landsbygden. Folk faar mere og mere Øinene op for de mange Fordele, som Anvendelsen af Elektricitet medfører.
Et Exempel herpaa blant andre er det Anlæg, der for Tiden er under Arbeide i Elverum, et Anlæg som skal skaffe elektrisk Kraft ikke blot til Elverum, men ogsaa til de omliggende Bygder og til Hamar By.
Allerede i 1905 blev der paa Initiativ af Ingeniør Vincens Steen dannet et Aktieselskab med en Kapital af 500 000 Kr. til Udbygning af Haugsfos og Knapfos, som ligger i Glommen ca. 7 Km. nedenfor Elverums Leir; disse Planer blev dog ikke dengang til Virkelighed, idet Hamar Kommune paa det Tidspunkt ikke vovede at forpligte sig til nogen større Leie af Kraft fra Anlægget. Planens Ophavsmand lod imidlertid ikke Sagen gaa iglemme, og Høsten 1909 satte Lensmand Simonsen i Elverum sig i Spidsen for at Arbeide med det Formaal at faa udbygget saavel de to ovennævnte Fosse som Skjefstadfos, der ligger lidt længere nede, til Anlæg af et Elektricitetsverk for Elverum. Omkostningsoverslag blev udarbeidet og forelagt Elverum Kommune, og Enden blev, at Kommunen bevilgede 1 200 000 Kr. til Anlæggets Udførelse, idet Hamar Kommune nu var villig til at leie Kraft fra Elverum. Anlægget skal være færdigt 1ste December 1910, fra hvilken Tid Hamar leier 500 Hestekræfter til en Pris af 65 Kr. pr. Hestekraft, og fra 1914 skal Byen have 800 Hestekræfter med Ret til yderligere Leie- efter en Pris af 62 ½ Kr. pr. Hestekraft. Der lægges i den Anledning en 30 Km. lang Fjernledning Elverum-Hamar, og en mindre paa ca. 17 Km. fra Elverum til Hernes og Heradsbygden. Man gaar ud fra, at ogsaa Bygderne Løiten oig Vang i en ikke altfor fjern Fremtid i betydelig Udstrækning vil sikre sig elektrisk Kraft fra Anlægget. Der har allerede været adskillig Efterspørgsel.
De tre Fosse vil i udbygget Stand faa et samlet Fald af ca. 10 Meter og en Ydelse af ca. 4 800 Hestekræfter. Der bygges en Dæmning nedenfor Haugsfos og Knapfos, medens selve Kraftstationen ligger ved Skjefstadfos. Det kan være værd at nævne, at det Rør af Armeret Beton, der fører fra Dæmningen ned til Kraftstationen, vistnok er det største i sit Slags i Europa, idet det har en indre Diameter af 3,6 Meter og er 470 Meter langt.
Udbygningsarbeiderne er overdraget Entreprenørfirmaet Høyer-Ellefsen, medens det elektriske Maskineri m. v. leveres af Aktieselskabet A. E. G.
Opsynet med Anlægget og Udførelsen af Fjernledningen er overdraget Ingeniørerne Vincens Steen og H. Kittilsen. Konsulent for Vandbygningsarbeiderne er Ingeniør Kincks Vandbygningskontor. Der har været lagt et stort Arbeide paa at faa istand denne Ledning med saa smaa Omkostninger som muligt, specielt paa at faa rimelige Taxter paa de Grundstykker, som maa afstaaes til Nedsættelse af Stolper, og det er ogsaa lykkedes at opnaa ganske rimelige Vilkaar. Det har ofte vist sig, at det, som skræmmer Folk fra at udbygge sine Fosse, det er netop en saadan Fjernlednings Kostende, idet der sættes altfor urimelige Taxter paa Jorden.
Kraftstationen ved Skjefstadfos tænkes foreløpig bygget fort en Kraftydelse af 2 400 Hestekræfter, og der leveres trefacet Vexelstrøm med en Spænding af 5 500 Volt.
I Kraftstationen optransformeres Spændingen fra 5 500 til 22 000 Volt, og denne Spænding føres saa gjennem Fjernledningen til Hamar.
Ledningen monteres paa en Stolperække; under 22 000 Voltsledningen vil der blive anlagt en Ledning med 5 000 Volts Spænding for eventuel Fordeling af Kraft til de Bygder, hvorigjennem Linjen passerer.
Dette elektriske Anlæg er i sit Slags noget for sig, da det er en saakaldt Overlandscentrale, en Kraftstation, der fører Kraftmængderne udover Indlandet, et System, som er meget anvendt i andre Lande, men som hidtil kun er lidet kjendt hos os. Særlig i Norditalien har det fundet udstrakt Anvendelse og bidraget meget til Fremme af den italienske Industri.»

Øverst i denne fossen hadde man i 1909-1910 bygd et elvekraftverk med en terskeldam som skulle stuve opp vann til turbinrøret. Overløpsdammen var 312 meter lang, utført i betong og støpt slik at damkrona var noe lavere i den østre enn i den vestre enden. Hensikten var å skape et «sug» i overflata som trakk fløtingstømmeret mot den østre delen av elveløpet. Av samme årsak brukte man å legge ei lense, et flytende stengsel land av sammenkjedete tømmerstokker, som skulle hindre at fløtingsvirket drev inn i inntaksbassenget for vann til kraftstasjonen, som lå i den vestre delen av elveløpet. Da dette fotografiet ble tatt var fløtinga for lengst i gang, men vannføringa hadde avtatt, slik at en god del tømmer hadde blitt liggende i fallsona på den vestre delen av overløpsdammen. Her var det for øvrig bygd en såkalt «tømmerløfter», et skråplan som skulle forebygge at stokkene ble splintret i nedfallssona under dammen.
Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum da fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte størstedelen av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
