Ved inngangen til 1900-tallet ble det prosjektert flere store kraftverk som skulle utnytte energien i vannfallene i Nedre Glomma. De første kraftverkene ved Sarpsfossen sto ferdige i 1998. I perioden 1899-1903 ble det reist et stort anlegg ved Kykkelsrud i Askim. Kraftstasjonen der ble plassert i det som ble kalt Vervenfossen eller Rudsfossen. I 1903, det året Kykkelsrud-kraftverket ble satt i drift, beskrev daværende kanaldirektør Gunnar Sætren (1843-1928) elvestrekningen nedenfor den nye kraftstasjonen slik:
«Nedenfor Vervenfos, som ogsaa kaldes Rudsfossen, ligger Rudsevjen. Herfra og nedover til Tobaksøen eller ca. 400 m. er elven roligere, men den kan i almindelighed ikke befares med baad. Derpaa indsnævres elveleiet paany, og noget længere nede haves først Erterrisstryket og derpaa en række fosse med tilsammen 16 m. fald. De kaldes nu i almindelighed Vrangfos, men kaldtes tidligere Alvumfos, Vrangenfos, Helifos og Skjoldenfos efter de tilstødende gaarde. Lige nedenfor det første fald er af henyn til tømmerflødningen opført en stenskjærm paa høire side.
Nedenfor Vrangfos ligger paa høire side Holmshullet og paa venstre side Kastdalsbugten, som er afstængt med en ca. 200 m. lang lænse. Herfra er elven roligere og kan roes ca. 1 km. eller nedover til Kjosebogen. Derpaa bliver den atter stridere, indtil den danner Skabbefoss og derefter Trosvikfos, hvorpaa den gjør en sving nordøstover og danner Vamafos. Faldet i den egentlige Vamafos er 5,7 m. ved lavvand, men dette aftager under flomme. Det hele fald fra Kjosebogen til nedenfor Vamafos udgjør ved lavvand ca. 11,2 m.»
Etter at Kykkelsrud-kraftverket var satt i drift gikk det ikke lenge før det ble lansert kraftutbyggingsplaner som skulle forvandle hele den beskrevne strekningen til et digert kraftverksbasseng, Vammasjøen. Et selskap som ble kalt A/S Vamma Fossekompagni hadde sikret seg fallrettighetene helt ned til Trosvikfossen, og i Vammafossen var det A/S Glommens Træsliberi som hadde sikret seg rettighetene. Det gikk ikke lenge før Vamma Fossekompagni kjøpte ut Glommens Træsliberi, og høsten 1907 innstevnet Fossekompagniet Fredrikstad Tømmerdirektion til et skjønn slik «Lov om Vasdragenes Benyttelse m. V.» forutsatte når noen ville gjøre inngrep i elvetopografien som kunne påvirke hevdvunne muligheter for bruk av vassdraget som ferdselsåre og fløtingsled». Fossekompaniet hadde planer som i høyeste grad ville berøre virksomheten til Fredrikstad Tømmerdirektion, som organiserte fløtinga i Glomma fra Øyeren og nedover. Selskapet ville reise en 31 meter høy demning på toppen av Vammafossen. Loven foreskrev at inngrep «i eller over Vasdrag, hvor almindelig Færdsel eller Flødning foregaar, skulle indrettes for saa lidet som muligt at besvære denne». Utbyggerne mente at dette kunne gjøres ved å etablere et flomløp som, om nødvendig skulle kunne hele Glommas vannføring. De så for seg at også fløtingstømmeret skulle gå gjennom dette løpet. Byggearbeidet startet, og det tok tid. Etter fire år arbeidet utbyggerne fortsatt med dammen, men det nevnte flomløpet var ennå ikke påbegynt. Tømmeret gikk i mellomtida i et trangt far i den østre delen av elveløpet. Her ble det påført betydelige skader, noe som førte til klager fra Fredrikstad Tømmerdireksjon, som mente å kunne dokumentere at en tredel av tømmeret som nådde ned til Nes lense var skadd. Derfor krevde tømmerkjøperne at vassdraget skulle tilbakeføres til den tilstanden det hadde hatt fram til 1907. I denne situasjonen fikk Vamma Fossekompagni nye eiere, som utbetalte erstatning til Fredrikstad Tømmerdirektion og fortsatte byggearbeidet.
Våren 1915 ble kraftverket satt i drift. Den 480 meter lange og opptil 38 meter høye betongdammen var forblendet med granittblokker på luftsida. Kraftstasjonen var plassert umiddelbart nedenfor dammens nordende. Den var tegnet av arkitekten Thorvald Astrup (1876-1940). Her ble det først plassert to norskbygde francisturbiner, som i åra som fulgte. Ved utgangen av 2. verdenskrig hadde Vamma-kraftverket 10 turbiner. Anlegget leverte strøm til Kristiania, Akershus og Østfold.
Det nye flom- og tømmerløpet på sørsida av fossen ble tatt i bruk samtidig med at kraftstasjonen ble satt i drift. Det viste seg snart at det hopet seg opp store tømmerhauger der hvor tømmerløpet rant inn i elva igjen. Fredrikstad Tømmerdirektion krevde derfor at det skulle bygges en annen passasje – ei renne – tømmeret kunne gå i. I 1916 ble det bygd ei ny tømmerrenne. Her konstaterte man raskt at påstikking av tømmer på renna ble langt mer komplisert enn forutsatt og at renna var for kort, slik at tømmeret som falt inn i elveløpet igjen ble trukket opp i ei bakevje under dammen. Det siste problemet ble løst ved å forlenge renna slik at den ble bortimot 500 meter lang. Diskusjonen om tømmerekspedisjonen fortsatte likevel med dyktige jurister som sto steilt mot hverandre. Først i 1925 ble det enighet om et forlik, som innebar at Vamma Fossekompagni skulle bygge og vedlikeholde en ny fløtingskanal med glatte løp etter beskrevne mål. Kraftverket skulle også forsyne fløterne med nødvendig strøm til belysning og drift av mekaniske innretninger, og dessuten betale Tømmerdirektionen en erstatning på en million kroner, et enormt beløp i midten av 1920-åra. Til gjengjeld skulle Fredrikstad Tømmerdirektion fra dette tidspunktet bekoste fløtinga forbi kraftverket. Byggearbeidet tok tid. Først et par år etter at forliket var inngått hadde tømmerekspedisjonen forbi Vamma-kraftverket fått en varig løsning. I april 1927 kunne avisene melde at de om lag 100 anleggsarbeidere som hadde vært sysselsatt med å bygge den nye Vammarenna hadde fullført prosjektet. Bygginga av den nye passasjen som skulle ta fløtingsvirket forbi Vamma-anlegget hadde pågått i cirka 2 år. Den nye tømmerrenna ble tatt i bruk i 1927-sesongen.
I 1971 ble anlegget modernisert med det som da var Europas største kaplanturbin. Det tolvte aggregatet, en kaplanturbin som hadde enda større yteevne enn den fra 1971, ble satt i drift i 2019.

På grunn av trykket fra tømmer og vannmasser bakfra (ovenfra) har en del av stokkene reist seg. I bakgrunnen ser vi bergflatene langs elvebreddene og den bakenforliggende barskogen.

Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med notatblokk, lydbandopptaker og kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløting om best mulig ivaretakelse av levningene etter den viktige aktiviteten tømmertransport til vanns hadde vært. En del installasjoner i og ved elver og innsjøer måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noen eiendommer og kulturminner ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum etter at fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte en del av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
