Hovda er ei drøyt 2 mil lang elv som kommer fra innsjøen Storhovden i Stor-Elvdal og renner sørover og etter hvert østover mot Glomma med utløp sør for Sætre-gardene, cirka 220 meter over havet. Dette vassdraget har et nedslagsfelt på snaut 200 kvadratkilometer. Hovda får tilførsel av vann fra Svartbekken, Hemla og Bekkbekken. Sjølve Hovda var fløtbar på hele strekningen fra Hovdsjøen og nedover. I Svartbekken ble det ikke fløtet tømmer. Ved Hemla ble det levert litt tømmer langs de nederste fire-fem kilometerne, og i Bekkbekken var det bare en drøy kilometer aller nederst som var fløtbar. Fra Hemmeloset og tre-fire kilometer nedover renner Hovda i et bratt og forholdsvis trangt dalføre. Her, i 4-500 meters høyde over havet, er det skogsterreng hvor det periodevis har vært betydelige tømmerproduksjon. Gunnar Sætren, som i 1903 fikk utgitt ei bok om Glomma og dens sidevassdrag, nevner tre dammer i Hovda, en i Svartbekken og en i Bekkbekken. Alle disse dammene ble brukt til å magasinere vann som kunne tappes når vannføringa i Hovda ble for liten til å kunne bære tømmeret nedover det steinete elveløpet. Fløtingsvirket ble levert på såkalte velteplasser, steder der det skulle være høvelig å få det målt, merket og seinere, når elva ble stor nok, å få rullet det ut i vannstrømmen. Sætren nevner 21 navngitte velter ved Hovda, alle nedenfor Hemmeloset, og fem-seks velter ved Hemla. Sætren bemerket at topografien ved Øvre Skjerpalvelta og ved Styggvelta ved Hovda var slik at fløtingsvirket hadde lett for å bli skadd under utislag. Dette fotografiet kan tyde på at heller ikke Toresvelta var noe ideelt utislagssted. Samtidig må det presiseres at hovedproblemet her synes å ha vært at tømmeret ble veltet utfor elveskråningen mens det ennå var vinter, lenge før Hovda fikk vannføring som muliggjorde fløting.
Fløtinga i Hovda var fra gammelt av organisert i to avdelinger eller soner med hver sine fløterbaser og lag. Etter 1937-sesongen, da svært mye av tømmeret som var levert ved denne sideelva ikke var utfløtt da sluttrensken i Glomma passerte Hovdoset omkring 10. juni, vedtok et ekstraordinært møte i elveforeningen å gå over til tre avdelinger eller soner. Første avdeling gikk fra Glomma opp til velta ved Veltsæterbekken, den andre gikk videre opp til Arnestadvelta, og tredje sone gikk til Hemmeloset. Fløtingsavgiftene steg jo høyere oppe i vassdraget tømmeret ble levert. Fra og med 1937 inntrådte også en annen forandring: Elveforeningen gikk over fra å beregne avgiftene etter antall (tylfter) til å bruke volum (kubikkmeter) som beregningsgrunnlag.
Den 22. mai 1954 - drøyt 16 år etter at dette fotografiet ble tatt - hadde avisa Nationen en reportasje som blant annet belyste fløtingsforholdene i elvene Julussa og Hovda:
«Tømmerfløterne vasser i rolige Julussa og priser vårvannet som det fineste legemiddel.
Ville og uforsonlige Hovda – den styggeste elva i Renadistriktet – forsøkes temmet ved store utbedringsarbeider.
Fløter-folkene arbeider nå under langt bedre forhold enn tidligere, men har ofte livet tillåns.

Når det stunder mot våren, blir tømmerfløteren besatt av en rastløs uro. Han snuser på værlaget, vokter på termometeret og holder øye med isen og elva, og er vár for hvert eneste tegn som peker mot den dagen da han kan trekke på seg gummistøvlene og dra av sted med fløterhaken.
Om han ellers er aldri så travelt beskjeftiget i vinterhalvåret, regner han likevel den tiden som en slags dvaleperiode i forhold til det halvåret han bakser med tømmer i dammer og stryk og livsfarlige fosser. Under storparten av fløtningssesongen går han gjennombløt, for gummistøvlene viser seg alltid å bli for korte hvor lange de enn er. Det blir gikt av det, revmatiske besværligheter som han kan pleie i vintertiden, men må glemme i fløtningssesongen, da han tidt og ofte har livet til låns når han flyr på glatte tømmerstokker og skal klare opp hundrer, ja, tusener av stokker som har kvaset seg sammen, eller når han rir båt gjennom frådende stryk. Da er mot, snarrådighet, årvåkenhet, sikkerhet og raskhet verdifulle og nødvendige egenskaper – for tømmerfløteren må være «født» til sitt yrke, han blir artist i sitt fag med årene.
Det er slik med fløtningsformann Oskar Larsen fra Rena også, som tross sine 40 år i faget får de samme urofornemmelser hver eneste vår, og som så snart fløtingen tar til blir i perlehumør, lett til bens og propp full av energi. Han er min ledsager eller rettere sagt veileder på turen i fløtingsdistriktet på Rena-kanten, og det han ikke vet om fløting er heller ikke verd å vite. Selv drosjesjåfør Hagen – som for øvrig er meget stolt av sin nye dieseldrevne vogn som bærer oss av sted etter skogsbilveien mot Brattveltdammen i Julussa – vet atskillig om dette yrket, slik som omtrent alle her oppe gjør det, hvor skogen kler blåne etter blåne så langt øyet rekker. Vi gjør under vår ferd en liten sving bortom Løpet i Rena-vassdraget hvor veldige florer med tusener av tømmerstokker ligger og venter på å bli lempet til vanns. Ofte er arbeidet med disse florene farligere enn selve fløtingen, særlig hvis stokkene er våte. Da kan nemlig hele tømmeropplaget plutselig sette seg i bevegelse og rase ut. Blir ikke folkene som arbeider med florene øyeblikkelig oppmerksom på faren og kommer seg unna, er det små, eller som oftest ingen chanser for å berge liv. Nå skal man forresten begynne å ta tømmerflorene med bulldozer.
HVOR TOLLEF KILDE HADDE STORE PLANER
Det var forresten ved Løpet at østerdalskongen Tollef Kilde ville ha anlagt en cellulosefabrikk. Tømmeret burde absolutt foredles på stedet, mente han, og ikke sendes ut. Men ved foretagendet heftet også en annen plan, nemlig den om å få jernbane over Trysil og inn i Sverige. Men nå er jo mannen bak planene borte, og det er vassdragene som fortsatt frakter tømmeret slik det er gjkort også før hans tid og så lenge dert har vært drevet skogsdrift her i landet.
Vi farer videre etter skogsbilveiene i den dieseldrevne, og vi legger kilometer på kilometer bak oss gjennom skog som utelukkende er bevokst med furu – snart holt med spinkel ungfuru, snart strekninger med høye, ranke, rødgylne stammer, men også forbi enkelte snauhogde arealer, som syner at skogsbilveiene ikke bare byr på fremskritt. Det er nemlig så enkelt og greit å ta for seg av skogen nærmest veien og iblant snaue hele feltet ad gangen.
Julussa er en tverrelv til Rena. Det er en stillferdig, pen elv uten stygge stryk og kritiske punkter for fløtningen, særlig nå etter alle forbedringene som er foretatt. Men den vrir og bukter seg så den egentlig blir dobbelt så lang i forhold til hva den ville vært om dens løp hadde vært noenlunde rett. Seks mil lang er elva, og den begynner ved Bergsjøen i Østre Elverum og renner ut i Rena ved Åmot, etter å ha passert Ringlidammen, Høymodammen, Brattveltdammen og Mørstaddammen. Julussa er for øvrig ikke bare kjent av fløterne som en god elv å arbeide i. Den er også kjent for de opptøyene som fant sted der i 1927 da politi og politihunder og dessuten militær ble sendt dit for å stoppe de alvorlige håndgripeligheter mellom de organiserte fløterne og streikebryterne. Det var utvilsdomhert hendelsene ved Julussa som førte til at organiseringen av skogsarbeiderne tok så raskt fart.
«EN EIER IKKE SÅ MYE AV LIVETS ENKELTE ØYEBLIKK»
Fløterne har ikke så meget å beklage seg over i dag, selv om det å være fløter er et hundeliv, som Oskar Larsen uttrykker det. Tross det, er karene kleine etter å komme seg i gang når det lir på våren, og så snart isen er gått legger de i vei. Iblant blir det en ufrivillig dukkert, det er blitt en del på meg selv også, sier han, og en eier ikke så mye av livet i enkelte øyeblikk. Men det er likevel stor forskjell på fløtingen tidligere og nå. Det er stelt atskillig på elvene og nå har en kopier å ty inn i om natten og når været ter seg ille. Tidligere var det gjerne å dra båten på land og snu den med bunnen i været som tak.
Det er så visst ingen ting å utsette på koia ved Brattveltdammen. Den utgjør sammen med de andre småstuene, og landskapet omkring, en vakker idyll. Inne i koia putrer kaffekjelen på et stort, firkantet monstrum av en ovn, som også gir tørkevarme til strømper, sokker og andre plagg som har hatt intim kontakt med elva. Og utenfor står et halvt hundre tilskurere, mest unger, koner og kjærester til fløterne, som er i ferd med å åpne dambrua ved å heise opp planke etter planke av den veggen som har skilt dammen fra den nedenforliggende elva. Kort etter går denne stri og full ned gjennem dalsøkket, og fløtningsformannen for Julussa, Petter Borg, gir signalet til å la tømmerstengselet oppe i dammen gå.
TØMMERET KOMMER
I løpet av noen sekunder er de store tømmermassene i bevegelse mot dambrua. Farten øker etter hvert og snart etter dundrer de første stokkene mot bruforbygningene, og deiser ned stryket. Enkelte stokker presses ende til værs under det rasende kappløpet mot den smale åpningen under brua, andre legger seg på tvers. Men underlig nok blir de presset på rett kurs igjen. På noe under 12 minutter har 1 200-1 500 kubikkmeter tømmer passert under dambrua uten en eneste brekkasje og det blir noen tusen tømmerstokker som vugger seg ned gjennom de pyntelige strykene på vei mot Rena og Glomma uten at fløterne har tatt en eneste hake borti tømmeret etter at dambrua ble åpnet.
Men ikke så rent få stokker blir tatt av strømmen i bakevjene, og de har en lei evne til å floke seg sammen. Men da er tømmerfløterne på pletten og de får hjelp av to båtlag på to mann som har holdt til oppe i dammen, og som med største nonchalanse lar seg drive samme vei som tømmeret i vill fart under dambrua og ned til stryket. Merkelig nok holder de spinkle farkostene seg på rett kjøl, skal en tro karene som driver denne seilasen er det «… å åke fossene den største moroa vi har». De har dessuten den fordelen å holde seg tørre på bena i motsetning til fløterkameratene langs breddene, som fullstendig ser ut til å ha glemt at gummistøvlene har sin begrensning, når de vasser ute i det iskalde elve-vannet til langt opp på livet for å klare opp det gjenstridige tømmeret.
Det har ingen ting å si at kara blir litt blaute, sier fløtingsformann Petter Borg. Tvert imot ser det ut til at vårvannet har en undergjørende virkning på sykdom – det rene legemiddelet. Vi kan være plaget av gikt og annen styggedom, men det rare er at når vi blir riktig blaute på beina, så blir vi gode att. Jo. Det er jo bra å være fløter nå i forhold til før i tiden, fortsetter han. Nå er det innført åtte-timers arbeidsdag og det er bra koier langs hele Glommavassdraget. Fløtingsformann Borg forteller at det i år skal fløtes bortimot 15 000 kubikkmeter tømmer i Julussa, som stadig blir finere å fløte i og med alle forbedringer som gjøres.
FRA STILLFERDIGE JULUSSA TIL UFORSONLIGE HOVDA
Vi får ikke tatt adjø med de øvrige fløtingskarene i Julussa. De er for lengst fulgt etter tømmeret nedetter elva for å ta seg av en og annen stokk som huker seg fast langs breddene. Vi møter hovedmassen av tømmeret et par kilometer nede i elva hvor det siger avgårde med jevn fart, drevet av sted med den billigste kraften som eksisterer. Det koster ikke noe selve drivkraften i Hovda heller, som er vårt neste mål, men fløtingen blir likevel noe dyrere her på grunn av de mange stokkene som slåes i filler i de voldsomme strykene og fossene. Slik den furukledde Julussdalen er en direkte motsetning til den grankledde Hovdlia, er de to elvene Julussa og Hovda det i enda høyere grad. Mens breddene langs Julussa er slake og lett farbare, er Hovda innrammet av steile, til dels stupbratte fjellsider. Som en nesten sammenhengende foss hiver elva seg gjennem en kløftlignende renne som buker og vrir seg fra Hovdsjøen og ut til Glomma.
Vi treffer fløtingsinspektør Sverre Hollum og Oskar Larsens sønn Haakon Larsen oppe ved Torestranget. De er der oppe for å se hvordan fløtingstømmeret oppfører seg etter de sprengningsarbeidene som er utført der oppe for å bedre løpet. Det var Oskar Larsen som tilrettela dette utbedringsarbeidet, mens sønnen, som vanligvis forestår sprengningsarbeidene i vassedragene, ved hjelp av flere hundre kilo dynamitt berøvet en framspringende fjellknatt mangfoldige tonn stein. Dette er ellers ikke den eneste forbedring som er gjort ved denne stridbare elva. Før den forener seg med Glomma passerer den nemlig en vei og likedan jernbanen. For noen år siden tok elva med seg veibrua, og jernbanebrua har ved flere anledninger stått i fare. NSB gikk derfor sammen med Hovda Tverrelvforening om en utbedring, og problemet ved denne delen av elva er forsåvidt løst.
HVOR 10 000 STOKKER SATTE SEG FAST I FJOR
Men Torestranget er det verste punktet på hele elva, sier fløtingsinpektør Hollum. I fjor satte tømmeret seg fast her og 10 000 stokker satt inneklemt i denne fjellkløften. Årsaken til dette skyldes det store magasinet i Hovdsjøen og to mindre dammer, Djupdammen og Svartbekkdammen, som var i så dårlig forfatning at de ikke klarte å holde på vannet, slik at fløtingsvannet ble borte. I tre uker satt tømmeret fast i Torestranget, og det ville ha kostet atskillige tusener kroner å få løst den floken, da en naturlig flom satte inn den 5. juni og klarte sakene for oss. For å hindre gjentagelser av lignende art har vi utbedret dammene, foretatt de store sprengningsarbeidene i Torestranget og dessuten gjort en hel del arbeider videre oppover, så vi mener nå at elva skal være i så god forfatning som det er gjørlig. Etter historien i fjor ble forresten lengdebestemmelsene for tømmeret tatt opp til revisjon, slik at det i den verste del av vassdraget bare er tillatt å fløte 13-halvmetere. Ellers er 18 halvmetere vanlig i tverrelvene, mens lengden f. eks i Glomma er ubegrenset. Også denne bestemmelsen regner vi med skal lette fløtingen betraktelig, sier inspektør Hollum, mens han rastløs speider oppetter stryket etter de første tømmermassene som er i vente.
UBENDIGE KREFTER
Som på kommando utbryter samtlige: Nå kommer det! Og det, dvs. damvannet, kommer ikke nettopp lydløst. Det river med seg kampesteiner som ruller nede på elvebunnen med tordenlignende drønn. Det dirrer litt i den grunnen vi står på og lengre nede raser det småstein fra brattveggene. Hurtig svulmer elva opp og jager av sted med svimlende fart mens det nye tilsiget farger vannet brunlig av Svartbekken som renner gjennom myr. Så kommer de første stokkene farende og hiver seg utfor fossefallet hvor de et øyeblikk forsvinner i hvirvlende vannmasser og rykende skumfråder. Et par av dem reiser seg ende til værs før de med vill fart deiser nedover strykene, andre dundrer inn mot fjellsidene før de kommer på rett kurs. Spådommen om kloppas undergang holder ikke stikk. Den ene av de fire sammenbundne, lange stokkene, som er forsvarlig festet på begge bredder, gir riktignok etter for de harde kollisjonene med tømmermassene og det veldige presset fra vannet – men kloppa holder.
Det første slippet av tømmer tynnes ut. Karene som inspiserer elveforbedringene er fornøyd med resultatet og tror selv at de forventningene de har stilt til arbeidene blir innfridd. Riktignok var det første slippet bare en liten slant av de ca. 4 000 kubikkmeter tømmer som skal fløtes i Hovda i år. Men uansett hva som vil inntreffe senere, betyr det som er gjort med elveløp og dammer en veldig forbedring, slik at også fløterne, når elva blir mindre, får en noe enklere oppgave i denne problem-elva. Og hver dag vil det fra Hovda og andre tverrelver i tiden framover føres store mengder tømmer fram til Glomma som vil bære det på sin brede rygg til bestemmelsesstedet.»

Bildet er sannsynligvis tatt for å dokumentere en leveranse som var problematisk for fløterne som, når vårflommen kom, skulle få vannstrømmen i elva til å transportere stokkene videre mot hovedvassdraget, Glomma. Her måtte fløterne klatre oppover en bratt elveskrent for å få tømmeret ned i det rennende vannet. Dette var besværlig, tidkrevende og ikke helt ufarlig. Bildet ble tatt i 1938. Dette året var det merket og innmeldt 12 595 tømmerstokker til fløting i Hovda. I tillegg skulle fløterne forsøke å få ut hele 21 690 stokker som lå igjen fra året før. Det greide de nesten. Til tross for leveranser som den vi ser på dette fotografiet var det bare 48 stokker som lå igjen da fløtinga i dette vassdraget ble avsluttet i 1938.
Dette fotografiet er hentet fra album 11 i samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe som ble kalt «Prosjekt Glomma». Museet satte historikeren Øivind Vestheim og fotografen OT Ljøstad til å følge fløtinga i vassdraget med notatblokk, lydbandopptaker og kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten tømmertransport til vanns hadde vært. En del installasjoner i og ved elver og innsjøer måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noen eiendommer og kulturminner ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum etter at fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte en del av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført. Norsk Skogbruksmuseum publiserte i 1998 Øivind Vestheims bok «Fløtning gjennom århundrer» hvor mye av materialet fra «Prosjekt Glomma» og fotografier fra Glomma fellesfløtingsforenings arkiv ble presentert.
Other informationJohs. Johannesen ble født i Oslo 16. mai 1877. Han tok artium i 1895, og tre år seinere ble han uteksaminert som bygningsingeniør fra Kristiania tekniske skole. Deretter var han ansatt ved Gleim og Eyde i Lübeck, seinere ved Eydes ingeniørkontor i Kristiania. I perioden 1900-01 studerte han ved den tekniske høgskolen i Dresden. I 1902 ble han fløtingsinspektør i Glomma-vassdraget, og fire år seinere ble han utnevnt til direktør i Christiania Tømmerdirektion, seinere kalt Glomma Fellesfløtingsforening. Denne stillingen hadde han fram til våren 1948, da han nådde aldersgrensen. Johannesen var ofte medlem av ulike tekniske kommisjoner, både i og utenfor fløtingsvesenet. Han skal blant annet ha høstet anerkjennelse for den innsatsen han gjorde i grenseforhandlinger med Russland. Johannesen var medlem av hovedstyret i Norsk Ingeniørforening fra 1925 til 1933, og i de tre siste åra av denne perioden var han styreleder med tittelen "president". Johs.
