Kjellåsdammens historie kan føres tilbake til 1850-tallet. Det første damprosjektet her ble utredet av Kanalvesenet, som avgav følgende innstilling i saken:

«Dam ved Kjelaasfos i Flisen.
Sagens administrative Behandling.
En knap Mils Vei oppe i Flisen Elv ovenfor dens Udløb i Glommen ligger en omtrent 2 000 Alen lang Fos eller Stryg mellem høie til dels klippefulde Bredder uden noget samlet Fald; den heder Kjelaasfos. Under lave Vandstande bandt Tømmeret sig her og havde vanskeligt for at komme frem, saaledes at i tørre Aar ofte flere Tusinde Tylter kunde opsamles der og først det følgende Aar drives videre.
Ovenfor denne Fos gaar Elven næsten paa en halv Mils Længde ganske rolig indtil en mindre Fos ved Pladsen Nyen, og begrændses den her hovedsagelig af temmeligt bratte, skovbevoxede Bredder, idet der kun paa den øverste De af denne Strækning er nogle flade Enge. Nedenfor Fossen er Elven paa et længre Stykke uren. Omtrent ½ Mil nedenfor ligger en gammel uregelmæssig Dam for et Mølle- og Sagbrug paa Sønsterud Grund og omtrent en 1 200 Alen nedenfor der igjen var der i Slutningen af fireti Aarene opført en Dam paa Syversæter Grund for et Møllebrug.
De Hindringer, som Kjelaasfossen lagde for Flødningen, var i et Vasdrag, hvor der aarligen nedflødes en 25 000 Tylter Tømmer, altfor utaalelige, og for at forebygge dem havde Flødningsinspektør D. Soot i 1852 ladet opføre en Dam paa Fossehovedet for saaledes ved Opsamling af Vand i det ovenfor liggende Elvestykke at kunne tilveriebringe tilstrækkeligt deraf til at bringe Tømmeret helt frem gjennem Fossen eller til at rive med, hvad der kunde have lagt sig op. Da det saaledes dannede Bassin kun for forholdsvis ubetydeligt, kunde Flødningen foregaa stødvis. Denne Methode skal dog have vist sig hensigtsmæssig. Imidlertid havde den provisoriske Dam været for svagt konstrueret og ødelagdes derfor dels af Vandtrykket dels af Iisgang allerede inden Vaaren 1853.
Da man imidlertid ligeoverfor andre Interesser ikke uden videre kunde gjenopføre en permanent Dam, androg Kristiania Tømmredirektion 1ste Oktober Departementet om Tilladelse til at opførte en permanent Dam og tage den fornødne Grund efter Taxt, idet det paavistes, at de Grunde, som i en kortere Tid Aaret vilde sættes under Vand, bestode af uopdyrket Land og mindre god Skov, saaledes at den Skade, der vilde paaføres dem ved kortvarig Opdæmning, maatte antages ubetydelig ligeoverfor den forringelse af Tømmerets Værdi og Henliggen af Kapital, som Tømmerets Overliggen i Fossen til et følgende Aar bevirkede. Planen var at opføre Dammen der, hvor den provisoriske Dam havde staaet. Den vilde blive 220 Fod lang og 7 Fod høi fra Bunden med tvende 32 Fod lange og 12 Fod brede Midtkar, der formerede 3 24 Fod brede Damaabninger, som om Vinteren skulde stænges med Tømmer, om Sommeren med Planker. Andragendet blev ledsaget af Amtets Anbefaling af 6te Oktober.
Den 14de Oktober oversendte Departementet Sagen til Kanaldirerktørens Betænkning og beordrede ham til – om nødvendigt – at undersøge de lokale Forholde og derefter navnlig udtale sig om, hvorvidt Dambygningen kunde antages enten med Hensyn til Vandstanden i Glomma eller i andre Henseender at ville udøve nogen Indflydelse, som maatte gjøre det betænkeligt at gaa ind paa Meddelelsen af den ansøgte Tilladelse.
Den 28de December afgav Kanaldirektøren sin Erklæring, der gik du paa at anbefale Meddelelse af den ansøgte Tilladelse. Kun maatte der enten afgives Afløb for tilstrækkeligt Brugsvand gjennem Dammen, naar den var gjensat, eller gives Erstatning til Brugene for Afsavn af Vand i de korte Tidsrum, der behøvedes til Opsamlingen.
Ved Kongelig Resolution af 16de Marts 1854 blev det derefter bestemt:
At det i Medhold af Lov av 31te Mai 1848 angaaende Sænkning og Udtapning af Indsøer eller Myrstrækninger, Udvidelse eller Regulering af Strømme samt Kanalanlæg naadigst kan tillades Kristiania Tømmerdirektion i Store Flisen Elv ved Kjelaasfos i Aasnæs Præstegjeld, Solørs Fogderi, Hedemarkens Amt, at opføre til Benyttelse, forsaavidt til Lettelse af Tømmerflødningen fornødiges, en Dam, overensstemmende med det af Veiinspektør Gjems og Flødningsinspektør Soot under 23de August 1853 dertil givne Forslag.»

Da dette fotografiet ble tatt var damarmene på begge sider av elveløpet ferdigmurte med kvadret naturstein som råstoff. Anleggsarbeiderne holdt på midt i elveløpet der det skulle oppføres et damkar med et skråplan på motstrøms side (jfr. SJF-F.002262), slik at det ikke skulle bygge seg opp digre hauger av fløptingstømmer ved denne konstruksjonen.
Tidlig på 1900-tallet framsto Kjellåsdammen som et stort og kostbart fløtingsanlegg, som ble betjent av to damvoktere gjennom hele fløtingssesongen. Hovedpoenget med anlegget var å magasinere vann, som kunne porsjoneres ut, slik at det ble mulig å få tømmeret videre nedover i retning Glomma også når vannstanden sank. Effekten av dammen var omdiskutert, og enkelte mente at anlegget kunne fjernes, så snart det var utført litt mer mineringsarbeid i det nedenforliggende elveløpet. I stedet bestemte fløtingsledelsen å bygge en ny og solidere Kjellåsdam, en murt steindam. Arbeidet med denne konstruksjonen pågikk i perioden 1916-1924. Kjellåsdammen var en såkalt attholdsdam, som skulle kunne brukes både til å heve vannspeilet i den ovenforliggende delen av elveløpet og til å regulere vannføringa i den nedenforliggende delen av Flisa-elva.
Dette fotografiet er fra samlinga etter Glomma fellesfløtingsforening og forløperne, Christiania Tømmerdirektion (Øvre Glommens fællesfløtningsforening) og Fredrikstad Tømmerdirektion (Nedre Glommens fællesfløtningsforening). Da det ble klart at det gikk mot avvikling av fløtinga i Glommavassdraget i midten av 1980-åra initierte Norsk Skogbruksmuseum noe de kalte «Prosjekt Glomma». Dette innebar at historikeren Øivind Vestheim og fotografen OT Ljøstad fulgte fløtinga i vassdraget med kamera de siste to fløtingssesongene, mens museumsdirektør Tore Fossum samarbeidet med administrasjonen og styret i Glomma fellesfløtingsforening om best mulig ivaretakelse av levningene etter den viktige aktiviteten fløtinga hadde vært. En del installasjoner i vassdrag måtte imidlertid fjernes, slik vassdragslovgivningen forutsatte. Mange husvære ble overdratt til grunneiere for en rimelig pris, og noe ble overlatt til aktører som ville drive formidling av vassdrags- og fløtingshistorie. Arkivene etter virksomheten ble overdratt til Riksarkivet, som valgte å la det bli liggende i en av kontorbygningene ved Fetsund lenser. Ordning av dette materialet ble påbegynt under ledelse av Øivind Vestheim. Etter at det ble etablert et museum ved Fetsund lenser i 1990 har personale derfra hatt det daglige forvaltningsansvaret for protokoll- og dokumentasjonsarkivet etter Glomma fellesfløtingsforening. Fotomaterialet etter organisasjonen ble overlatt til Norsk Skogbruksmuseum da fløtinga opphørte. Det besto av 72 album, samt en del «løse» kopier og negativer. OT Ljøstad reproduserte størstedelen av motivene ved hjelp av mellomformatkamera med negativ svart-hvitt-film. Materialet ble også enkelt registrert, i første omgang med stikkord (ofte stedsnavn og opptaksdatoer) som var skrevet inn i albumene. Skanning og fyldigere registrering tas innimellom andre oppgaver, og ettersom samlinga er stor, vil det ta lang tid før dette arbeidet er fullført.
